Critical XXE in Apache Tika tika-core (1.13-3.2.1), tika-pdf-module (2.0.0-3.2.1) and tika-parsers (1.13-1.28.5) modules on all platforms allows an attacker to carry out XML External Entity injection via a crafted XFA file inside of a PDF. This CVE covers the same vulnerability as in CVE-2025-54988. However, this CVE expands the scope of affected packages in two ways. The initial fixes in CVE-2022-30126 and CVE-2022-30973 for regexes in the StandardsExtractingContentHandler were insufficient, and we found a separate, new regex DoS in a different regex in the StandardsExtractingContentHandler. These are now fixed in 1.28.4 and 2.4.1.

We failed to apply the fix for CVE-2022-30126 to the 1.x branch in the 1.28.2 release. In Apache Tika, a regular expression in the StandardsText class, used by the StandardsExtractingContentHandler could lead to a denial of service caused by backtracking on a specially crafted file. This only affects users who are running the StandardsExtractingContentHandler, which is a non-standard handler. This is fixed in 1.28.3.

In Apache Tika 0.1 to 1.18, the XML parsers were not configured to limit entity expansion. They were therefore vulnerable to an entity expansion vulnerability which can lead to a denial of service attack.

In Apache Tika 0.9 to 1.18, in a rare edge case where a user does not specify an extract directory on the commandline (–extract-dir=) and the input file has an embedded file with an absolute path, such as "C:/evil.bat", tika-app would overwrite that file.
